Long before sustainable development became a global agenda, His Majesty the Fourth King in the early 1970s, enunciated the development philosophy of Gross National Happiness underscoring that true development cannot be pursued on the premise of economic development alone but has to take place in conjunction with the social, spiritual and environmental wellbeing of the people. Since then, the country’s development policies, plans and program have been guided by this overarching development philosophy.
To celebrate the 60th Birth Anniversary of the Fourth Druk Gyalpo in 2015, Green Bhutan Project under DoFPS/MoAF was instigated for landscape development and greening activities in Thimphu Thromde. The project developed various areas into green landscape with flowers and ornamental plants and in and around Thimphu Throm to enhance the aesthetic value for a better society. The project also constructed 60 kms. biking trail around Thimphu valley to commemorate the event. With the noble thought to spread the project across all 20 Dzongkhags, Green Bhutan Project was corporatized as a government State Owned Enterprise in 2016 as Green Bhutan Corporation Limited (GBCL).
The formation of GBCL was also drawn from His Majesty’s message delivered at the Royal Bhutan Flower Exhibition on 1st April 2015. “Where we live must be clean, safe, well-organized and beautiful; for national integrity, national pride, and our bright future. This too is nation-building.” With the onset of the Royal Flower Exhibition, GBCL is mandated to provide landscaping and beautification services and production of ornamental seedlings including flowers, orchids and other ornamental plants.
Green Bhutan Corporation Limited was incorporated as a 100% State Owned Enterprise (SoE) under the Company Act of Kingdom of Bhutan 2016 with the government’s equity of Nu.33.33 Million.
The core mandates of GBCL include, execute afforestation and reforestation plantations in the country, including areas such as degraded watersheds, dried and degraded drinking water sources and degraded wildlife habitats contributing to the national climate change mitigation efforts, develop and manage recreational and botanical parks in the country to promote ecotourism and conservation efforts, establish mega and specialized nurseries to produce adequate quality seedlings of tree species, ornamental plants, signature plants, flowers, medicinal plants, fruit trees etc., carry out landscape development and greening works including reclamation of degraded environment, provide consultancy services on green and environmental sectors, collaborate with private sector/FDI in executing landscape development and commercial plantations.
